MoM Committees

Ministry of Mines is the nodal agency for policy, legal and administrative matters in the mining sector. Mines and Minerals (Development & Regulation) Act 1957 is the main legislation for administration of mining, the Ministry has several subordinate offices, autonomous bodies and public sector undertakings under its functional capacity. Prior permission of Ministry of Mines is required for principal minerals before granting lease for such minerals (list principal minerals), the minerals like atomic minerals, coal, natural gas and petroleum are administered by respective ministries.

The main function is to regulate mines and development of minerals in the country. IBM as a subordinate office of Ministry is engaged in database management, regulation of mining industry and among other functions it has a role to promote scientific mining and conservation of minerals and protection of environment. It is proposed to do restructuring of roles and functions of IBM.

Geological survey of India is an attached office to MoM and has a task of regional scale exploration of minerals and conducting assessments.

States have their own mineral policy and administration of minor minerals is entirely the domain of the state departments. For the purpose of administration each state has a Department / Directorate of Geology and Mining, thereby dealing with exploration as well as granting concessions for minerals.

Ministry also has several committees, study groups and task force to look at various facets of mining from time to time, like Central Coordination Cum Empowered Committee, Study Groups etc.
